There's probably an easier way to do it... but I just find the executable like... notepad.exe ...then right click it and choose: Send To > Desktop (create shortcut).
All of those can be dragged from the All apps list in Start and dropped on the Desktop. Here I have already done Notepad and Snipping Tool and am dragging Paint to the Desktop. It must be from the All apps list, it doesn't work with the Pinned icons on Start.
