Windows 11 Pro Version 25H2 (OS Build 26200.8655)
Yesterday, my computer showed an update was ready, so I did a restart with the update. I had been at OS Build 26100.2894, and it now shows 26100.4946. When I used to do a cold start, it used to take no more than one minute for all my apps to load, and the computer ready for work. Now, after the update, it is something like 3 minutes. One thing I have noted, however, is that once it has fully booted, a lot of the other apps seem to be loading faster, like the free MS Outlook. Will the boot times get faster, with subsequent updates, or is it going to take longer and longer? Has anybody else experienced this?

I have an i9 too with same update, 2 years older than yours. I also have a number of auto-starting apps. From a cold start, it takes 10 seconds to see the Dell logo and 50 more seconds for my desktop to fully load and the spinning wheel to disappear. So my total cold boot time is 1 minute.
Where I have always had a problem is on a restart which used to take up to 3 minutes but now takes about 1 min 20 sec so something has improved that.
I do not have hibernate or fast startup enabled.

So my answer to you would be, with the hardware you have, yes it is not normal for a cold boot to take that long. Here are a list of things to try in no particular order. Check cold boot time after each one.
Would you please open a command prompt as admin and type powercfg -a
Post a screenshot so we can take a look at it.

Things to try:

I would check for and install any bios update; also storage controller, graphics, and chipset updates.

Open task manager. Go to startup item in left column. Disable any apps that are unnecessary to load when windows loads.

Unplug all external peripherals except mouse and KB to see if cold boot time increases..

Perform a clean boot to eliminate software conflict causing the issue. If it doesn't happen in a clean boot, you have some software conflicting with Windows. Brink's procedure will help you weed out which one. . Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial

Make sure you have no corrupt system files that is causing this problem. Open a command prompt as administrator and type dism /online /cleanup-image /restorehealth
When complete restart. Then open command prompt as admin again and run sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair

I maybe gave the wrong information here. My boot time to get to open Windows from the time I press the power button is about the same as before. It is after I get into the Windows desktop that it takes a while for things to happen. I normally would wait about 15 or 20 seconds for my "Gamma Loader" app for my NEC monitor app to trigger on its own. Immediately following, Windows would load my Zhorn stickies app. All of this takes quite a bit longer than before. I just noticed that MS Edge is being loaded when I boot or restart and I had disabled that in the last iteration.

I went to startup and disabled MS Edge from automatically loading. It shortened the wait time a bit. I also disabled an iTunes app from auto startup in the startup table.

I have the same problem with this update, if I remove it the boot time is faster again.

I found this Solution on another Forum, it works for me so.....

Open Regedit

Goto "Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer"

Create a Key with the name "Serialize"

Create a REG_DWORD value in it with the name "WaitForIdleState" (case-sensitive!) with the value 0.

Optionally create a REG_DWORD value in it with the name "StartupDelayInMSec" (case-sensitive!), and specify a value to lower startup delay.

It seems that Windows 11 24H2 is Waiting until it is Idle before Running the Startup Apps.

As always, be careful when Editing the Registry.

I already had the 24H2 version for a while with no real changes, but these last two incremental updates are what changed the startup times. I am very leery about doing anything with the registry. But, I will keep this fix in mind. Thanks.

I've noticed something else about this newest build: After booting up and getting to my desktop, my wired mouse cursor doesn't show on the screen, until I move the mouse. If I move the mouse when the desktop first comes up, the startup apps seem to appear faster than if I don't touch the mouse. Did not time this, but what if this is true? Anybody else having this experience? Also, since these newest updates, MS Edge won't activate my Norton Password Manager at all, even though I have updated to the newest version of Edge!

Yes, the extension has been enabled. One of the problems I had was signing into the Norton website - it kept saying that the page was not available. Just a little while ago, I was able to finally get into the website, and able to activate the pw mgr! Thanks.

A new note: Things have started working quicker. I noticed that if I moved my wired mouse when the desktop came up, the cursor would instantaneously appear. A lot of my apps are loading faster, allowing me to get on with my work without the longer wait. Not sure why, but I am happier.
