Issue: My USB system is disabled in safe mode and in normally boot. So the only repair options I have is command prompt in recovery. This happened after I plugged in a web cam, my USB system died so i rebooted only to find it was permanently gone in windows. Works in bios and install / recovery mode. I did try disabling legacy usb but it did not help.

I have access to other PCs, and I can get in to recovery. My install CD seems to not know gpt, but I can use diskpart to get access to my EFI and run repair options. To get in to recovery I find it better to restart the PC at bootloader. That way it forces to pc to boot into it.

I tried a number of things from the scanner, to pchealth check an removed my last update I tried reset this pc and that fails at %50. I tried removing usb device and different ports, even older usb keyboards, no ps/2 port on this one unfortunately.

Can anyone suggest anything here, I'm out of options atm, I do not need a PC, I need to repair this one and get my software available again. So the format and reinstall is not the option I'm looking for.

What do you mean saying that USB system died? Is it a hardware failure of all USB ports or only the problem with your drivers? If a failure, consider to replace the motherboard, otherwise you can create a boot USB with Windows 11 in UEFI mode using Rufus. Then you can try to repair current OS installation or choose a new installation with keeping current settings and user files.

oh got it!

I guess my usblyzer program installed a bad lower filter crippling the usb stack. I gave this exact opening paragraph to chat gpt, and it suspected the upper and lower filters. I mounted my reg and poked around and saw usblyzer was in there an removed it, and a reboot worked, damn i'm relieved. Sorry to bother, didnt thing chat was going to be able to help me on this one, I was wrong.

Resetting a PC often appears to freeze but you must give it at least an hour before saying it has failed. Things are going on in the background and the progess bar does not move - this is normal.

Gave Dell touch screen with Windows 11 to daughter and got me an OTVOC. Being a PC builder I own many desktop PCs as well. I am a father of five providing PCs, laptops, and tablets for all my family, most of which I have modified, rebuilt, or simply built from scratch. I do not own a cell phone, never have, never will.
Try using a System Restore point from Advanced Startup options.

Can anyone suggest anything here, I'm out of options atm, I do not need a PC, I need to repair this one and get my software available again. So the format and reinstall is not the option I'm looking for.
That's exactly the reason you should have been using 3rd party disk imaging regularly and routinely, image files saved to external storage, so you have a routine way of recovering to 'as was' if you have no other option.
