There are workarounds to set up 11 Home with just a local account. See Step 16 in Brink's tutorial.

If installing a Windows 11 Home edition and you currently do not have an Internet connection available, press the Shift + F10 keys to open a command prompt. Copy and paste the taskkill /F /IM oobenetworkconnectionflow.exe command into the command prompt, and press Enter. Close the command prompt, and continue at step 21D to set up a local account.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.

@Hazel123 A tip, if wanting a User to see a post just put the @ symbol in front of the name.

As for a Local account, I did one last week and had the Wireless adapter on the Notebook set for Airplane mode, worked fine. It also works with the Ethernet cable unplugged from a computer. Some of the prompts were hard to read but all showed up for making the choice, put in a user name but didn't even need a password. It works great when rebuilding a machine not knowing who will end up with it. When back on an Internet connection it Activated.

The typing teacher was 24 years old and her name was Ms. Felt. We never stood a chance. :)

It was hormones. The more "help" we needed, the more often Ms. Felt would come to our desk, lean in close, and bend down to assist.
None of the males in the class of '75, learned how to type. :D

I think someone thought that young, beautiful, single women in short, tight dresses, would make us pay closer attention. It worked. Too well. We payed attention, but we had no clue about the subject matter. :D

rbarron if you haven't found the answer, I have just done exactly what you need.
Go to settings --> Accounts --> connect to School, sign in with a school account then switch user is available.
