Takes more than 20 sec to start downloading anything

For a long time i've been having this problem, with any browser. The file size to be download doesn't matter, it takes a lot to start the download and when you're in hurry or working against the clock can be really annoying. I thought it was the antivirus but I uninstalled it and the problem continues.

Starting with the process of elimination.

Do you have another device to test with?

• Does the issue occur on another device on the same network?
• Test multiple sites
• If you can test off-net do that as well

Under the assumption it only happens on one device. I would install wireshark to grab a network dump

Capture prep

• Close as many applications as possible to reduce chatter
• Just before capture run ipconfig /flushdns to capture the entire network process
• When presenting the capture file please indicate which site you were testing with

Network dumps can contain a lot of details, if you prefer you can DM the capture and I can take a look

Any idea when it started to happen? Even if you have an old restore point it sounds like it is too long ago to try a system restore since you will lose all changes since that time.
If you pinpoint the date then think back to what you installed or what you tweaked before that date. It may be that you can undo what you did.

I have noticed that some downloads are slow to get started but I just chalk it up to the speed of the Internet and where the download is coming from, how many junctions/servers the request signal has to go through, find the file and start the download.
