Taskbar is Invisible Until I Turn Off AppX Deployment Service

For ages now I had a very strange issue, where my taskbar appears completely blank whenever I first turn on my PC. Restarting Windows Explorer, which should usually help, doesn't actually fix the issue. Instead what I have to do is first turn of AppX Deployment Service, then restart Windows Explorer, only then do I get my taskbar back. I have to do that every single time I turn my PC on, so it's pretty annoying. I've done all the basic troubleshooting and recently even did an in-place upgrade, though sadly nothing helped so far. So how can I fix this strange issue?

1. check for file corruption-open cmd prompt as administrator and type sfc /scannow
1A. if SFC finds anything that it cannot fix, followup with dism /online /cleanup-image /restorehealth

4. update your display driver

Like I said I've done all the basic troubleshooting like that already, sadly none of it helped.

not stealing post, been helping him on another forum. I also suggested he make a new user to see if it might have been corrupt profile.
I have suggested a clean install as problem seems to have come from 10, he is looking for another solution. I am running out of ideas.

@Colif Thanks for jumping in. Making another user account is an excellent idea, a clean install an even better one. Sometimes, there is no solution except for a clean install and I am amazed how resistent people are to doing it. Your thoughts are exactly why I never do an upgrade. There is always the chance that junk follows from the old OS to the new one. All it takes is one little 0 or 1 in the wrong place to rain down buckets of misery.

I am on an upgrade still, from insiders last Aug. Nice when 22H1 is released so it clears windows error reporting as it takes too long to load now, but I digress.

I can't think of anything else. I don't jump to a clean install without trying to find a less painful way. I am resistant to them myself.
