If I re-login after session crashed, the user's environment variables specified in the system properties (such as __COMPAT_LAYER) are not applied!
They remain applied in elevated cmd.exe but not in normal cmd.exe.
To have them applied I have to go to the system properties page of environment variables and click OK without making any changes.
