Solved "The Microsoft Passport Container service terminated unexpectedly." errors after secondary files drive replacement

I recently had an old HDD fail on me which had my documents folder save location mapped to it (not sure if related to problem). I replaced the HDD with a new one and restored a backup I had. But now my computer has higher CPU usage mostly "windows error reporting" It also hangs for about 10-15 seconds at the login screen before allowing me to log in. I looked in the event viewer and see hundreds of errors saying "The Microsoft Passport Container service terminated unexpectedly." I don't know for sure if the HDD fail and replace had anything to do with this error but the timing seems to add up. I'm not sure how to go about remedying this. The windows error reporting service is always using about 5% CPU.

Being honest here, I know diddly squat about that error. I do know that the Microsoft Passport Container cannot be started under any conditions, if the Remote Procedure Call (RPC) service is disabled. So check that first.

But you may find help in these articles. They were written for Windows 10 but the same principals still apply.

RPC is running so I don't know what it could be. This is what I'm looking at. by the end of the day it say it has done this 3653 times or something like that

This has to do with 2-factor authentication failure, thus the delay in logging in.
If you were using Hello to log in, changing the drive lost that 2-way validation.
I suggest disconnecting everything tied to MS and otherwise.
I would visit the MS account page to remove the device itself, then disable the Hello feature on your device.
Reboot and then try anew by re-linking account and device, hopefully this will restore the authentication.

Update I did resolve this.

This is what I had to do for anyone googling this issue and ending up here

I couldn't even open the sign in options settings panel before doing this.

1-Click on Start, search for "Command Prompt" 2-Right-click on that and select "Run as Administrator" 3-Run this command to take ownership of the folder: icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET

4-Run this command to rename the folder: Ren C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc Ngc.old 5-When finished close the command prompt 6-Then you should be able to set your PIN again.

Set up my pin again and now I can log in quickly and no more errors in event viewer.

Was minutes away from caving an reinstalling windows.
