Unable to Boot Dell Precision 3541 to External SSD

Everyday I HATE this computer more...

I cloned the OS from this Laptop onto an external SSD in a Sabrent enclosure, and I'd like to boot from it while leaving the original SSD inside the Laptop for troubleshooting purposes...

Under "BOOT ORDER" UEFI Boot: my options are:
Windows Boot Manager
Onboard NIC IPV4
Onboard NIC IPV6

No choices for Ext Drives at all. In the BIOS I have checked the "Enable USB Boot Support" and the "Enable External USB Ports." A caveat within the BIOS states "If Fast Boot Option set to Minimal, Enable USB Boot Support Setting is Ignored. There is NO Fast Boot Option anywhere in the BIOS, although everything I can find online including DELL states that there is.

Sometimes "fast boot" will hide on you. Try disabling CSM and/or Secure Boot and see what you get. To the best of my knowledge you cannot run a clone of an OS on the same unit when the original OS is still engaged.

Gave Dell touch screen with Windows 11 to daughter and got me an OTVOC. Being a PC builder I own many desktop PCs as well. I am a father of five providing PCs, laptops, and tablets for all my family, most of which I have modified, rebuilt, or simply built from scratch. I do not own a cell phone, never have, never will.
Forget changing boot order in bios. See if the external drive is an option in Dell's F12 boot menu. When you see the Dell emblem hit F12 and all bootable devices pop up. Is the extenal drive one of the options? If so select it.

Come to think of it I just had to do this a few days ago on my Dell XPS Studio unit in my bed room. Only unit that wasn't on a UPS. Bad electrical storm reset everything lol

Many clones end up with boot issues anyway, even if the drive is installed. It's why I never clone. But I think it's more of a problem when one puts a cloned drive into different hardware. It seems cloning is more successful as long as one clones a drive and uses it in the same system.

That has also been my experience although I clone often and the clone almost always boots when I clone an OS. Successful clones require a complete image. It is true that sometimes you can make an OS from a different PC work but I wouldn't advise it. Sooner or later you're bound to run into some issues along the way.

Just for my curiosity here-
is fast boot disabled in the windows or in the BIOS ?
