I encountered the same error 0xc0000428 after resizing the recovery partition (without knowing if the partition was updated after resizing).The problem with the size of the recovery partition does not look the same as this specific one reported here with Error code: 0xc0000428.
This happens when the WinRE winload.efi signature could not be verified.

Hypothesis
Microsoft updates the recovery partition and on a computer with 2023 certificates and/or SVN applied, this error occurs.
