Unlink personalization from accessibility

Unfortunately Microsoft seems to link accessibility (e.g, increase mouse cursor size) to the ability to use desktop background colors. I see a message "your background theme is restricted by your accessibility settings or words to that effect. Is there any way to unlink personalization settings from accessibility settings?

If you "use" accessibility settings, then they very well may limit which "themes" you can use.
I don't think you "can" unlink Accessibility" from other desktop features. I think it's built into Windows.

In other words... I don't think they are "linked" in any way that you can disable.
