Hey, I know this thread is old but I'm having the exact same issue as you. Today I ran the Intel processor diagnostic tool and memtest64, both worked perfectly fine with no mouse stuttering. For the sake of it I got Crystalmark disk benchmark, low and behold my mouse looking like a teleportation device throughout the entire test and back to normal at the end. I've switched my two nvme SSDs around to see if being direct to CPU or Chipset would make a difference but nothing. Might be worth getting that and trying it on your system if you still have this issue! My drive is a 2tb Crucial P5 plus and relatively new, it was a fresh Windows install so I have no idea where to go with it, but of all the tests that got it to replicate the problem, Crystaldisk Crystalmark was the one.
