The EP only works if your 24H2 is August 2025 Preview or later.

Some folks miss that point entirely. There are strange people who disabled updates and are trapped on randomly old 24H2 images. Either you upgrade 24H2 then add the EP, or just upgrade directly with a 25H2 ISO.
