OS
Windows 11 25H2
Windows 11 x64 21H2 build 856

As the title suggest, how do I (or should I) disable OOBE permanently.

I can end task in Task Manager.
I also have the relevant box unticked in Settings (Show me the Windows welcome experience after updates and occasionally when I sign in to highlight what’s new and suggested).

However, after every reboot User OOBE Broker comes back.

Suggestions gratefully received.

Is it causing you a problem? On my system it's one of 69 background processes along with 93 Windows processes. Given how little (if any) resource it's using I would leave it alone.

You can always eliminate it permanently.

This is a windows component and it's backed up in the SxS folder.
This means it 100% will come back with updates and DISM repairs.

Create a startup task that runs at logon.
The task should run the following batch script as Admin:

REM This script will rename OOBE directory and will only delete the backup if a fresh OOBE directory has been restored by windows.
TASKKILL /F /IM UserOOBEBroker.exe
if exist "C:\Windows\System32\oobe" rd /s /q "C:\Windows\System32\oobe.DISABLED"
move "C:\Windows\System32\oobe" "C:\Windows\System32\oobe.DISABLED"

Cons: A console window is going to appear and disapear briefly after you log in. I add other stuff to this script so that at least I only have one popup.

+1

This seems like a sensible, pragmatic way to approach Windows cleanup and debloating.
