Using MDT to create a Task Sequence just up to the OOBE?

I have installed all the required MDT and ADK setup files on a HyperV VM and I need to just create a Task Sequence that would automatically except the LUA and reformat all the partitions to clean install Windows 11 just up to the point to where the OOBE begins.

In addition, I would like to have Bitlocker disabled as well during setup.

Then finally, create a USB ISO as well.

Or, would it be just much more easier to create a ANSWER file? If so, then what would be a trusted source for creating my own unattended XML file?

If your requirements are just those, MDT is probably overkill. Try an unattend generator (Generate autounattend.xml files for Windows 10/11).
