Mine's always set at 100%. I just adjust the volume on the speaker's volume control.

There is a general setting for Notifications time out at:
System > Accessibility > Visual Effects > "Dismiss Notifications after this amount of time"
[The minimum of 5 sec setting appears to work for the particular sound bar shown by OP, but increasing it to eg. 5 mins doesn't keep it on screen for that long!].
This may also affect all other notifications.
(pn: My keyboard has Sound Volume/Mute keys, which, if used brings up that Sound bar.)
