W11 update 100% OK then restart says "Windows is Updating" ???

Ms seems IMO just confusing the user -- OK you select "Windows Update" which downloads and does its thing but then when it requests a re-start you go through a whole slew of other stuff "Windows is updating ..... "

Maybe in my older years my command of English is slipping but when I see on a screen "Installation / Update 100% complete" then that's what it should mean and not go through a whole load of other stuff on reboot --which doesn't always end up properly.

Anyway on a VM --this is what I'm complaining about (Canary ???? update)

The update went just fine - and 100% installed -- then restart required -- no probs with that --then "Windows is updating" -- well hadn't the wretched system just been doing that. -- I thiught I was good at English but obviously lacking something here when its involving "Microsoft Speak".

There is an understandable technical reason why it does that (it's because the progress meter is only for the current phase of the update install process, and a cumulative update can have several completely separate install phases are each handled differently), but I've always found it a bit confusing and misleading too. I imagine it would be tough to make the progress meter account for multiple disconnected update process but I wish they would find a way.

The main reason it does this is when you're on the screen looking at Windows Update and it says it's installing, any files in use can not be updated so they are saved separately. Then on reboot, those files aren't in use yet so they are moved from the temp location to the proper location and then verified (the progress bar/circle on reboot), all while moving the 'old' file to a different location in case you roll back the update or it fails somehow they can undo everything.

Updates are installed in 2 phases. First during the installation then completed upon restart to adjust files that are running during the update.
Aproxmently 30% when the computer is running and the remaining 70% during restart.
Been that way forever with Windows.
