Solved What causing defender to display this message ?

Hi

Every start of windows 11 I get this message and when I click on it or view protection history it is always empty. How I know the reason of this message ?

Open computer management (compmgmt.msc) as Administrator and expand event viewer then navigate to:
Applications and services logs -> Microsoft -> Windows -> Windows Defender -> operational

Here search for time when you booted your system and around this time click each entry until you find one matching your screenshot.
The event should tell you which program was blocked or detected.

Glad to hear it helped!
Same applies to windows firewall, there is event group for it named "Windows firewall with advanced security" just below Windows defender folder.
You can add both to "Custom Views" for easy access to monitor your system.
