When locking and unlocking laptop , second screen does not display only after reboot

Hi All

Hope all are well ?

Has anyone ever had a similar issue or can maybe advise where i can start to further deep dive ?

I have an issue where when a user locks their screen using Windows + L and then unlocks their laptop , the main display works ( Laptop ) but the second screen stays dark
Only a restart will fix the issue and have the second screen display again ?

Windows 11 23H2
Intel Graphics Chipset - Latest Version

I have done the following :
Uninstall the driver via DDU and re-install
Graphics Reset does not fix this issue
Tested with a different cable but issue remains

Any advice on where else or what to try would be appreciated ?

Link State Power Management is set to off under Power Options
Secondary Monitor Disappears from Windows Display settings

Correct no docking station involved
Laptop is connected straight to second monitor via HDMI cable
