When restarting desktop, both keyboard and mouse doesn't work

The past month or so I've noticed that every time I restart my PC both the keyboard (connected by USB) and mouse (connected by USB-C ) doesn't work, making it impossible to login. I would have to restart my PC 2 or 3 times to get them to work, I connect both straight into my PC unit. Any idea why this is happening would be big help.

Reinstall the keyboard & mouse drivers.

Something wrong during boot then?

Try turning OFF Fast Startup, test the Mouse and Keyboard at boot

Control Panel > Power Options > Choose what the power buttons do
Click Change settings that are currently unavailable
Untick “Turn on fast startup”

I had a similar issue with my keyboard last year, it was caused by Webroot Security Anywhere.
An updated version fixed the issue.

Have you checked for updated Drivers / Software for the Keyboard and Mouse?
If the previous suggestions in other replies don't work try a different keyboard and mouse preferably basic ones that don't require 3rd party drivers /software.
In my previous reply re Webroot I was only able to confirm the issue was Webroot and my Apple Keyboard, by using a spare Microsoft Keyboard with Webroot Installed and then uninstalling Webroot and reverting to Windows Defender with my Apple Keyboard which worked correctly.

I'll second this one. But here is another possibility:

As weird as this may sound, a non-OEM display driver can cause this. So, let's say you have a Dell laptop. You should install ONLY a display driver from Dell and not a generic driver from AMD, Intel, or Nvidia. One some systems, the generic drivers from AMD, Nvidia, or Intel are fine, but especially on a laptop, these drivers are modified.

I'm up to three different machines now where I have to load the OEM drivers and not the generic drivers.

NOTE: I'm not sure about Nvidia or AMD, but with Intel drivers you can now often load the OEM driver first and then upgrade to a newer generic driver version and it will keep customizations. This may not always work, so some experimentation may be needed.
