That's a list of the various cookie types.

Without knowing which browser that is, I would assume the following...
The options get more "protective" the higher up that list you go.
Also, the higher up that list you go... there will be "more" of a chance that you will "break" the website you are on.
At minimum you'll probably want to block "cross-site cookies".

Cookies are like "tracking devices" you see in spy movies. They don't collect personal information... they just "track" you.

For an in depth explanation of cookies... just Google something like: All about tracking cookies.
You can also Google: cookie settings in xxxxxxxxx browser.

Yes. Tracking has no meaning if personal information is not collected. If not the account or name directly, it could be other information (e.g. device fingerprint) at a minimum that can be used to identify the user.

I guess it depends on your definition of personal.

They track where you go, aka, what sites you visit. Some cookies, like session cookies, remember logins for sites. Like when you click: Remember me.

When I say they don't collect personal information, I mean things like... all your email contacts, or the passwords on your device, or copies of the media on your device... etc.

Think of some spy movie, where they attach a tracking device to a car. That device doesn't tell them who's in the car or what they're wearing or carrying... it just tells them where the car... goes.

Session cookies or login cookies are not 3rd party cookies.

I'm aware of the basics of cookies. The problem in this case is the way they have listed the options, deliberately confusing the user. If the 2nd option was Block ALL 3rd party cookies, there would have been more clarity. Their choice of words appear to be deliberately misleading, just like Xiaomi did recently with their browsers.

I will go with your observation that blocking becomes stricter as we go up that list.

When I say they don't collect personal information, I mean things like... all your email contacts, or the passwords on your device, or copies of the media on your device... etc.
On the Desktop, I guess browsers only have access to the Downloads folder. Both macOS and Windows allows user to explicitly decide whether apps can have access to other files and folders, contacts, etc. So I'm hoping that none of the browsers on my system have access to anything other than the Downloads folder.

Think of some spy movie, where they attach a tracking device to a car. That device doesn't tell them who's in the car or what they're wearing or carrying... it just tells them where the car... goes.

I would like to think that's because the target is being tracked through the car, unless the target is the car itself (for carjacking).

The folks who planted the device may know who's in the car, but the device itself, isn't telling them that. :-)
