Although Keeper is not in the list,
I would say Keeper is good as well because it has the FIPS-140 which means it is compliant for government use as well.

The only downside is that the free version is only valid for one device.

My preferred password manager is LastPass but I don’t use it for everything. I still write some passwords in my notebook, which feels safer for a few of them.
