why CAN I format my usb drive but NOT put data onto it?

I am Admin, I can wipe the drive, I can rename the drive, I can do everything but add files, take ownership or make changes to the security of the drive.
I am confused by the whole Bitlocker setup. I have a USB drive, I want the portability of the USB drive, I want the offline value of the USB drive, I want the control of my USB drive. I can only Bitlocker the drive or brick it. If I Bitlocker the drive and then move it to a new PC will the Bitlocker encryption and passcode follow to the new PC?

Thanks gang for the replies. So I am guessing that MS shoved out this "new better way of doing things" because the drive in question never was encrypted.....

Second thing for MS DEV peeps, why not say "your drive needs encrypted to continue" then maybe people wouldn't get an attitude after searching for hours to find out that "your drive is write only" which is not actually the problem, lack of encryption is....
