Why is CMD opening 1-2 minutes later?

Anytime I open CMD or Powershell it takes like 1-2 minutes before its window pops up, yet when I check Tas Manager they are instantly there the second I execute them, they just sit there dormant like that before minutes later they actually show up on screen.

It's hard to tell from the screenshot/video(gif) posted but does the CMD Prompt show up in the Task Bar as running? AFAICT I see no change in the Task Bar of running Apps. Try running CMD w/Admin and see if that makes a difference especially with the UA prompt!

Nope. Only shows up in Task Manager.

First of all, update Windows. 1742 is too "old" and buggy. Latest build is 2454.
Updating right now, but is it buggier than Version 23H2 (OS Build 22631.4541)? Because that was my winver before I did an in-place repair upgrade and it was completely stable.

Technically, it's not CMD or PS that's showing up late... it's the Terminal app. Something is taking a long time to load a config setting.

For troubleshooting, follow Brink's tutorial and temporarily change the default console app back to the legacy Console Host:

If opening CMD or PS works much faster in the legacy console, change it back to Terminal and try resetting the settings:

I have the latest Win11 Version and Build, not seeing any slowness with Command Prompt or Terminal/PowerShell opening.
