I think ever since Win 7 I've had this issue. I'll be working on the computer or sit down to work, and I click on links/apps and nothing happens. Right click, select Open, nothing. I haven't tried to diagnose exactly what refuses to start... I'm use to it now so I go to Settings/Update and sure enough, there is an update waiting for me to download and install. D/I/Reboot and everything is fine. I think I asked this years ago with no solution, but I'm surprised it still happens on Win 11. WHY?
