How do I go about fixing the start menu so that it scrolls? It'll do about 3 lines, then it's stuck forever and I can't scroll at all.

Can you grab the Scroll bar on the right with your pointer and drag it down?
Or can you use your Down Arrow key on the keyboard?

Did you try restarting the Start Menu to see if it solves the problem? Use Task Manager to end the StartMenuExperienceHost.exe process. Go to the Details tab and right-click StartMenuExperienceHost.exe, and select end task. The menu will automatically restart.

Thanks guys, I've tried what has been suggested but it's still the same. I then did a repair install and again it's still the same.
I can grab the scrollbar on the right and move that way but I'd like to just fix it the right way.
Is there a way to make that tiny scrollbar on the right thicker so I can click it easier?
All three of my pc's are like this since 25H2. They're all the same except for graphics cards.

Strange that you - and not others- experience this, and with 3 PCs.

Try booting to Safe Mode. Any difference?

Do all of your PCs have settings synched?

And of course, feel free to install Open Shell (free) as an excellent start menu - at least as a work around whilst struggling with this... you might find you really like it. Full drag 'n drop, appearance and layout configurable, configurable search box. And fully and properly represents a deeply nested start menu folder structure.

Not necessary
I haven't tested myself, but Brink's tutorial states that it is necessary:

You guys are awesome, both suggestions are what I needed and now it scrolls.
Scroll Inactive Windows When Hovering Over Them, was the fix and the thicker scroll bar via registry made that so I can see it.
