With Windows Settings you can configure it so show small icons and always show the labels (app names). Then you can try to move it at the top. If you cannot move it, you might have to install Explorer Patcher and configure it from there. It will be very similar to Mac being at the top with small icons with or without the labels.

Look into Stardocks Windows Blinds, WinCustomize, Rainmeter . Personally I wouldn't bother with resource stealing add-ons just for an interface, for practicality, yes.
