Win11 will not open websites - not even MS account details of purchase of MS 365 Basic

Good move. If it bombs upon boot using wireless the wart is probably your wireless adapter. All you can do to rule it out is as I suggested, test with ethernet if possible or an external wireless adapter. They're cheap and work well. I have them on 3 of my older devices.

The problems were there from the moment I first booted up. The dealer sent me the product key.
Is this the device you have listed in your specs- Dell Latitude 5470/7470 Core i5-6200U? If so, we now know you bought that device used. I certainly hope the dealer was up front with you and advised that the install of 11 was done on incompatible hardware. If it is that device and you expected the hardware to be compatible with 11, I'd reset that thing to default and dump it back in his lap ASAP. If you have to buy used, spend your good money on a machine that is fully compatible with windows 11. There's a ton of them out there.
The advice given was 'If you stick with W10 your WILL be hacked'
Bull Excrement! While security is tighter in Windows 11 and new devices whose hardware supports it, (and that's a good thing), no one can tell you that "you will be hacked." Will MS quit supporting 10 and no longer release security updates for it, Yes in 10/25. Is it a smart move to use a machine that security is not kept up to date, No, but Your're good for another year.

The only thing that has not been suggested is to try connecting using ethernet cable to rule out it being a faulty wireless adapter.

OK, I wasn’t sure what you reset.

How are you connecting to your router? Wireless or Ethernet?
If wireless, are you able to take the laptop to the router and try an Ethernet cable?

Yes but since then I have done things suggested here, so I may have made changes that don't work.

Glasskuter states that the model of Dell is not compatible with W11. This is awkward. The dealer is in UK and I'm back home in France. Consumer law is quite rigorous in UK - an item not fit for purpose can be returned any time - and it has to be said that the dealer has shown an interest in getting things sorted.

I think I will start the process of returning it to the dealer.

This from an owner of one of these machines

"The E5470 has a 6th gen CPU and according to the Microsoft specs will not be officially supported by Windows 11. And since MS does not consider it supported hardware Dell will not be supplying Windows 11 drivers."

and

"Also since the E5470 is not supported by Dell for Windows 11, if you have a problem with your system and require Dell tech support, they will insist that you install Windows 10 before they offer assistance. "

and

"Officially no since it has a 6th Gen CPU. Also Dell does not offer Windows 11 drivers for the E5470. But my previous post holds true for the E5470 as well."

I think that's conclusive. My machine will not run W11. It's one thing to load an o/s. It's anther to have it work. It does not.

True enough. And I will continue with my W10 laptops for general purpose i/net activities for some time.

But the reason I went for a W11 machine now is to a] avoid the rush b] the hike in prices c] lack of stock , when the world at large, running W10, finds out that support for W10 will end in Oct 2025.

In addition, I don't want the inevitable palaver of getting my Adobe Lightroom account transferred to a new machine.

Having found the lists of compatible machines on the Dell w/site and others, I now know what to look for/avoid.

All I need now is my money back!

There are hundred of thousands/maybe millions of incompatible machines running Windows 11 just fine. Though I haven't gone that route myself....yet..., a lot right here on this forum have and have useable machines 10 or more years old working with 11. MS left the door open for a user to be able to bypass the restrictions. However, with 24h2 there is a restriction that can not be bypassed so this kind of gives an indication where it's all eventually going to go.
Older machines may work that way indefinitely. Ms could choose to shut them down on getting updates at any time but they haven't so far, or MS could even do a who-do on them and shut them down entirely (this is not likely).. No one knows.

If the reset went OK and all other aspects of the device and Windows work, from what you've described, I'd suspect you got one with lemon hardware. Any reputable seller will check that the hardware works before he sells it or at least stand behind it if he failed to do so. If you're left stuck with it with no recompense from the seller, spend whatever is the French equivalent to $10 USD more and try a usb wireless adapter or external ethernet adapter. Not 100% but that could well be all the problem is.

By the way, have you looked in device manager to make sure the drivers are installed for your network adapter(s) There will be a yellow exclamation point beside them if not.
You can also Right click start button>device manager>expand network adapters>right click on device>properties . The status in properties should say ""this device is working properly"

The listing states "All of the components and hardware will be in good working order, without any known faults or issues". This one didn't 'run Windows 11 'just fine.'

I'm not in the biz of fettling i/t hardware that does not conform. I don't buy a lemon - sold as a peach - and expect to be able to turn it into a peach. The UK Sale of Goods Act states that a product must be 'fit for purpose' not 'Well - maybe not exactly but there's a work around, if you can do it'

So, it is, as you recommended earlier, going back.
