Windows 11 24H2, 23H2 and windows 10 22H2 network is busy error when running installer files from a network drive

I am not even sure where to post this since the problem is running an installer but from a network drive... I posted a similar question in reddit and I was able to solve it temporarily in windows 10:
That was using windows 10 22H2... when I tried install a game and cancelled it since the installation was taking too long, I then got the same "network is busy" error and checked if the group policy I enabled got disabled, it was so I enabled it again and restarted the PC. This time no dice, I get that "network is busy" error.

Like I said in the reddit post, I am able to access the drives, read and write any other file there with no issues, except that I cannot run any executable files on the network drive but only on the windows 11 24H2, 23H2 and windows 22H2 installation.... My other windows 10 21H2 has no issues with the installer whatsoever.... same network same router same network drive. router is a Linksys ACS1900, Orico sata to usb adaptor, WD 4TB purple partitioned to 2 2TB partitions.

I really do not know what to do anymore....

Over years of having a LAN with a NAS drive and storing downloads on it I've found some programs simply won't install from the LAN so have to copy the download to a local drive instead. Wired or Wireless connections didn't make a difference.

But the same installers always run on my windows 10 21H2... I wonder what's the difference now on windows 11 24H2?

I've noticed that too. I suspect some apps are trying to extract their install files to the share path and failing some locking or permissions issue.
