That doesn't mean it's not happening, you haven't tried temporarily disabling ESET and re-testing a file copy?

See the settings in the Router. Why has access to the files? Create an exclusion in ESET so as not to scan the network drive and blocking the transfer.
Looks like the router is blocking automatically any executable file for security reasons and of course there is no setting to disable it. You have to forget the router and just connect the drive on any computer and share it.I'd already tried excluding the network drive in ESET, that made no difference. Disabling ESET made no difference. Settings on the router are that all users have read/write access.
Then it has to be some Windows security setting. See at Device Security or anywhere it might make sense. Also see Advanced Sharing Settings. Compare Windows 10 and 11. The culprit must be disabled in Windows 10 and enabled in Windows 11.Except the router allows copying of the afflicted files on the drive to and from a WIn10 machine and I have tested it with another Win11 machine that was upgraded from Win10 and the files in question can be copied onto that pc without issue. That pc had the drive mapped in Win10 and was later upgraded to WIn11, with the drive continuing to work as expected.
What fails is copying most (but not all!) exe files from the networked drive into an new WIn11 pc, ie one that has not had a previous version of windows installed and then upgraded to Win11. All the pcs have the same ESET anitivirus installed.

Ps: Just a thought! As far as I know SMB version 1.0 is disabled in Windows 11 by default. Try enabling it. Open Control Panel, switch from category to large icons, open Programs and Features and then Windows Features. Check the box to enable SMB 1.0
Sometimes just disabling your security program isn't enough if there's any corruption within it. You might need to uninstall it with the proper uninstaller then reboot. Windows defender then kicks in. Check if now working or not. Re-install ESET and re-register.
I have seen this weird issue before. Disabling a third-party antivirus (I had Norton Antivirus back then) is not enough and you have to uninstall it and reinstall it. Since it was long ago at Windows XP, I hadn't thought if that. Give it a try, you never know.
