Windows 11 24H2 Wallpaper changes Automatically

Dear Experts,

I am using DISM options to create and deploy images.

while doing the modifications(set wallpaper to default image) to the desktop wallpaper in Windows 11 24H2 I have been facing an issue. where the display wallpaper changes automatically to default present in "C:\Windows\SystemApps\MicrosoftWindows.Client.CBS_cw5n1h2txyewy\DesktopSpotlight\Assets\Images" or changes to transcode wallpaper.

My script deletes the jpg files present in c:\windows\WEB\wallpaper\Windows & C:\Windows\Web\4K\Wallpaper\Windows and copy the image i wanted to set as display to this location and using PowerShell and set the registry value using script given below.

"set-itemproperty -path "HKCU:\Control Panel\Desktop" -name WallPaper -value c:\location\oftheimge.jpg"

once after running the script this sets the image i have save to all the users who loggings to the pc and user will have option to change the wallpaper if they needed.

kindly suggest on how we can fix this issues.

I have no problems just using: Settings > Personalization > Background
In the pic below you can see the four choices.
If you choose: Picture, you can browse to any pic on your computer.

And... the "Picture" option will remember the last five wallpapers you used, automatically.

I'm guessing that whatever your script is supposed to do... it needs to take... Settings > Personalization > Background
into account. I believe this page in Settings, over rides all else.

You don't by any chance have "Windows Spotlight" selected?
I can see where that might mess up whatever your script is supposed to do.

Thanks for the reply, We create image for Windows 11 24h2 OS & all the customization is done on the image then we sysprep the image and capture using DISM as install.wim and using this install.wim we apply the image to new PCs using the DISM command.

upto Win 11 23h2 we havent seen this issue only on the Win 11 24H2 i am seeing this issue.

I think you have hit the nail on the head.

The background personalisation type is set by the value of the BackgroundType DWORD in HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Wallpapers

0 = Picture
1 = Solid colour
2 = Slideshow
3 = Windows spotlight

The default may well have been changed from Picture to Windows spotlight for 24H2.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

HDR wallpapers

If you have an HDR-capable monitor, you can now use JXR images for some sweet high-dynamic-range wallpapers. Speaking of wallpapers, Windows Spotlight is now your default desktop background. However, only if you clean-install version 24H2 or update from a system with the default "Bloom" wallpaper.

In our MDT deployment we have a script that takes ownership of and replaces the img0.jpg file and that has worked since Win10 and still works in 24H2. What I have just discovered while building a new OEM factory image that is offline is using the same script new accounts to not get the img0 wallpaper set they use "Windows spotlight". Setting the "BackgroundType" registry key in the default user hive. Both of these are using the VLSC X23-92021 Windows 11 24H4 image from I think Sept. 2024.

We deal with this by syprep with our company logo as the wallpaper, with it located in a folder on C root called "Company name" install. Its where we dump all of our customizations for a machine.

We use this Reg key:
