Why does the Windows 11 OEM package from Newegg only ship as DVD and not USB? This is for distribution with a new PC which no longer include optical drives? There is no retail USB version either even though it's November 2021.

It doesn't really matter if it's on DVD, USB or clay tablet. You're paying for the license.
Once you have the license, you can get the ISO here...


Then you can put it on any media you want.
Also... you can use any product key from Windows 7 and up, to activate Windows 11.


I would imagine... the DVD thing is something a marketing dept. thought up so people might think they're getting more for their money.
Windows 11 is for all intents and purposes... FREE. They have to sell "something" tangible to ask $100++ dollars.

You can get a 16GB USB stick for $3-4, and the Windows 11 ISO for free. If Newegg said... Win 11 license key for $119 or $159, a lot of folks might think that was overly expensive for just a license. But they would probably be swayed by the inclusion of a DVD. Something they can hold in their hand.

If you want Windows 11:
  • Buy Windows 10 on a USB flash drive (or as a digital download)
  • Create a bootable flash drive for the Windows 11 setup
  • Install Windows 11 using the Windows 10 Product Key for activation
Note in this case you really don't care about the Windows 10 media because you are not going to use it.
All you need is the Product Key for the version of Windows 11 (Home or Pro) you are going to install.

As Mike said, just make your own USB installer.
A DVD is useless.

The answer to that question is because Microsoft does not package Windows 10/11 OEM versions with USB flash drives. Newegg cannot sell what Microsoft does not manufacture.

I'd go with Windows 10 Pro OEM from Amazon for about $30 cheaper and upgrade to Windows 11 when available unless you're really wanting Windows 11 retail. That's just me, though. Or download the Windows 11 installer if you can as @MisterEd mentioned.

Why not go all the way and just buy a Windows 7 Pro product key for $10?

Trying to look like a microsoft site not a good sign

Much lower prices for the same risk around that aren't trying to look like a microsoft website.
