I received a "windows configuration update" today that required a restart. Can someone tell me what these are for, and more specifically, what today's changes were? Thanks for the help.

I got that yesterday on one computer and haven't checked it out yet [had to help wife with canning fruit] but since we are about due to get Version 23H2 I'd say that is a prep for the changes coming.

This was KB5030509 under "Other Updates" in update history. Did you get in the public 22H2 build or Insider Dev build?

I always have my Windows Network setting on "metered connection" (even if that is not really true).
So I can decide when to allow the updates to come, which I mostly do once a month, some days after the second tuesday.
Some time when I have nothing useful else to do (as I am a pensioneer I usually have plenty of time).
Never surprized by some sudden update and the question to reset my PC.

It has happened a very few times that Windows decided to update anyway, but that was an exception.

That was push yesterday. That is the first door for 23h2. means that pc will get start ready for Oct deployment
MS push small files adding the files and will get activated on public deployment.
I have bien using the 23h2 day one and will be a blast.

It's strange that Beta Channel has the "enablement package" to 23H2 but the Dev Channel doesn't.......Or did I miss that one??????

I got it here too. I hope it will not alter the personal existing configurations!

Edit:
I just installed it and it went so fast! There was not event the percentage count showing like with regular updates. Just a simple fast restart!

I also received this update this morning, it's under Other Updates with the name Windows Configuration Update and no KB number. It forced me to restart Windows.
