Windows Defender app not opening properly, crashing and etc.

Hi, I'll try to keep this short. I've been using Windows 11 for a while now. At first I was quite happy with it, but after some update Windows Defender just broke. I though, no big deal, most likely to do with the fact that I did an upgrade from Windows 10, I'll do a fresh install some time and it all should be good. And this is when we come to today. Did the fresh install and after all the updates and installing a few programs, those problems didn't disappear. Sometimes Windows Defender program won't even open, sometimes if it opens it shows everywhere status unknown or it won't even stay open for long before it just crashes.

What I've tried:

- In-place install

- Various PowerShell commands

- Reset/repair through settings

- Tried sfc /scannow

- Did the DISM scan

- Same problems in Clean Boot state

- Doesn't seem that the TPM is the issue for me, because after disabling it, problems still persist

After some time of waiting, it might load up, but most statuses would be just unknown. Is there any other solutions I could try? Something maybe I missed while researching?

Drivers are all updated too. And if it helps for this case, there are moments when there's like a big fps drop for a second when just using the computer. Had the same problem before fresh install. (But it might be something with AMD drivers, because there are a few errors in Event Viewer coming from their side)

Have you installed any third party antivirus including Malwarebytes Premium, anything that is working in realtime and possible conflicting with Defender..

Hello. Welcome to the forum.
Have you installed any third party antivirus including Malwarebytes Premium, anything that is working in realtime and possible conflicting with Defender..
Before reinstalling Windows and when these problems first occurred, I did install Bitdefender. But after reinstall I didn't not use any third party antivirus.

I want to be absolutely certain about understanding your terminology. You use 2 terms, you say you did a fresh install but also use say you did an in-place install. They are 2 entirely different procedures with entirely different results. I consider a fresh install to be a clean install where all partitions are deleted and windows is installed on unallocated space. Nothing of the old installation is carried over into the new installation. Whereas, an in-place install (aka, repair install aka in place upgrade) keeps all of your apps and personal files. Can you please clarify which you did?
Do you know what update broke Defender?

Do you know what update broke Defender?
At first I did fresh reinstall and then when problems occurred I did an in-place install, because it was one of the solutions suggested when I was looking for the said solution. I'm not sure which update might've broke Defender, it was stupid of me to not look. Right now, I'm guessing it's just a Windows 11 problem after finding this post - Windows Security Health Crash after Windows 11 22H2 Upgrade. A lot of people are still experiencing same issues.
