Windows Recovery doesn't function or update?

OK, so I have a disconnect between the installed version of Windows, currently at 26200.7623 after updates, and the Servicing Stack, currently at 26100.5074, based on DISM tool version. The result is I can't use it to update or "repair" my Windows Recovery environment, which is currently disabled completely based on output of "reagentc /info" query in Powershell.

Is there anything I can do to bring the servicing stack into concurrency with installed Windows, at least concurrent enough for full functionality of the servicing stack?

I have been asking questions of CoPilot to help with this, but it seems to think the best solution is a repair install with in place upgrade to fix it. But I have to use the exact same version as what I have installed to do it. I'm not sure how to get that since there Microsoft hasn't made one for 26200.7623. I'm also not really confident that is the solution since...well...it's CoPilot telling me this.

ummm...OK...and what is all this going to do?

And the links take me to Win10Forums... I have Windows 11. I'm also not a member at Win10forums; I suppose I could join but I'd like to know what this is doing first.

I recently worked on solving a persistent problem where WinRE is "disabled" because the BCD store was updated.

This PS repair script might help. It tries to re-register the existing WinRE, but you have to restart Windows after running it. WinRE may be re-enabled by the time you logon to the desktop. At worse, it may not work, but the script doesn't change any settings that didn't exist before.

The recovery partition is "there", and it is populated. It's just that the recovery environment is disabled. I'm also not sure the contents of the WinRE folder in the partition are updated for that reason too. But none of that is the exact problem since if I could enable it I would assume Windows to update it too.

Alright! Thanks... that script seems to have enabled it and updated folders on the Recovery partition. I'm making the Recovery drive now and we'll see if it boots to it.

Do you have any ideas how it might have gotten in this condition? I'm really not sure, but CoPilot suggested this is typical of a system that's been a Windows Insider... especially Canary builds. I did have it as an Insider for a bit, but reverted, and never did I go with canary builds. I do believe CoPilot was taking me down a rabbit hole on this so I'm not giving it's inferences much consideration here.

And also: is it significant that DISM version is 26100 while my Windows is 26200? I think (IIRC) 26100 indicates 24H2 while 26200 is 25H2. basically, is that something to be concerned about and do you know of a way to fix it if it is?

There is one-only recovery partition, so that's definitely not the case here.

Yes I did! and whether before or after the script there is one recovery partition. But now (after running the script) it's populated with a recovery folder dated much later (Sept. of '25) than the recovery folder previously was dated (something in 2023, can't remember).

But the Create Recovery Drive utility is running (now), it's just terribly slow since it's a USB 2 drive I'm using. All I had.

    Secure Boot enabled updated to 2023 CA keys, TPM2.0 enabled with system drive Bitlocker'd.
I spent the last two weeks trying to figure out this puzzle.

If you (or Windows) use bcdboot to install new boot files then it recreates the BCD entry for Windows Boot Loader. This confuses "reagentc /info", which can't figure out where the WinRE partition went. None of your WinRE files are damaged, but the BCD changes make Windows think your WinRE went away.

I found this article, which helped out:
Getting Started with Windows Recovery Environment (WinRE)

You have to re-register the WinRE's path with reagentc, and its old GUID to bcdedit. But at this point, you can't simply re-enable it from reagentc. A forced reboot causes Windows to do something with how it looks at the BCD store, and then you're allowed to "reagentc /enable".

I have no idea why it's broken, or why a reboot is needed. You would think bcdboot will preserve the existing WinRE setup, and not "break" it.

"reagentc /enable" is extracting files from the system's current copy of WinRE.wim, which presumably has been updated by the normal CU process. Which probably explains why your files jumped ahead from 2023 to 2025.

Re-enforces my opinion that Windows is a riddle, wrapped in a mystery, inside an enigma. In it's parts at best difficult to understand, and inscrutable in it's whole to any and all.

I do recall using BCDBoot at one time during my explorations for updating Secure Boot keys. I'm not sure it was this system but it may have been... and I'm not saying it's an inevitable outcome of that process either, just that I do recall using BCDBoot to rebuild the EFI boot partition.
