As the title says, I cannot access "Optional updates" or "Configured update policies". However, this is so with my Standard account (either signed in as a Local account or with a Microsoft account) on my computer. If I use an Administrator account, then I access these parts of Windows update.
What happens is that there is a small delay when I click on the choice to open either of these windows, the cursor changes to an hourglass for about three seconds, the background changes momentarily to blue and the Settings window shuts down and I'm back on the Desktop.
