Winget upgrades Microsoft.WindowsTerminal, but it still shows in winget

I ran a winget upgrade command for Microsoft.WindowsTerminal and it remains in winget results to upgrade. I know this occurs every so often, but causes this to install and remain available for upgrade in winget?

I ran a winget repair Microsoft.WindowsTerminal, but still shows in winget upgrade.

C:\>winget repair Microsoft.WindowsTerminal

I've seen winget get confused when have mulitple installs of some programs. For reference many Windows programs can be SYSTEM installed, meaning they are usually in Program Files or (x86) directories and are available to all users or they can be USER installed which means they are in your user profile and only accessible to you.

Is it SYSTEM installed? If it requires admin (UAC prompt) to installed it is SYSTEM
Is it USER installed? No admin (UAC prompt)

You may need to check if it's in both locations, if yes, then you are likely to encounter this issue.

I've seen winget get confused when have mulitple installs of some programs. For reference many Windows programs can be SYSTEM installed, meaning they are usually in Program Files or (x86) directories and are available to all users or they can be USER installed which means they are in your user profile and only accessible to you.

Is it SYSTEM installed? If it requires admin (UAC prompt) to installed it is SYSTEM
Is it USER installed? No admin (UAC prompt)

You may need to check if it's in both locations, if yes, then you are likely to encounter this issue.

I think I found the answer. Winget repositories sees the latest updates available on GitHub and shows it is available in winget, but does not install form GitHub. I was curious why various updates shows a newer version available and does not install the update until later.

If I see that a program tries to install in my USER folder, I change the install directory to Program Files. Python tried to do that on me.

I have to wonder why programmers try to install programs in USER. What is the justification?
