Solved 22H2 Update keeps failing and rolling back

My computer can't seem to upgrade to the 22H2 update, it keeps failing. I have reviewed the setupact.log and setuperr.log from the panther and rollback directories but I can't figure out what the issue is. Any assistance/direction would be appreciated.

The files setupact.log and setuperr.log from the Panther folder are compressed into the Panther.zip file but it is to large to upload here so here is a link to it Panther.zip
The setupact.log and setuperr.log are compressed into Rollback.zip which is attached to this thread.

Windows troubleshooter doesn't find anything wrong
DISM.exe /Online /Cleanup-image /Restorehealth - The restore operation completed successfully.
sfc /scannow - Windows Resource Protection did not find any integrity violations.
There is nearly a full TB of free space available
Dependancy service "Windows Module Installer" is already set to start automatically
.NET 3.5 is already installed
Reseting the components for windows update doesn't change the outcome
No third party AV is installed
Kernel DMA is not enabled
The installation assistant doesn't succeed either

Have you attempted to manually upgrade to 22H2 using the iso?

Some people say manually upgrading will erase many of the system settings, and that is unacceptable.

It's been a while I know. I have finally spent some time trying to get this upgrade working. I tried using the Windows Media Creation tool and having it setup a 64GB USB drive. That failed in the SAFE_OS phase with 0xC1900101 - 0x20017 error. So, I tried again with the creation tool and this time I had it do an ISO and burned that to DVD. It failed again, with the same error.

In both cases I noticed the computer seemed to be having issues booting if it wasn't booting to the C drive. With the USB it would try, end up rebooting and try again endlessly until I pulled the USB out of the port. With the DVD, it hangs at a black screen and the mouse/keyboard seem to be unavailable until you press Ctrl-Alt-Del at which time it reboots and hangs again. Removing the DVD allows it to boot into windows again and then the error screen appears. See attached.

Your error codes based on a quick Google search seem to indicate a driver problem, or less likely an issue in the registry. Did you check Device Manager to see if you have any drivers with a ' Yellow Exclamation Mark ! '?

There are no yellow exclamation marks in my device manager. In fact, I've gone through and removed non-present devices and updated each driver. No updates were needed.

You should probably try to upgrade using an ISO from UUP Dump. You don't even need to burn it on DVD and just Mount it.

The problem seems to be a driver. I've located a couple of utilities to help me identify the old drivers and remove them. I'll have to do a reboot and try the upgrade again.

I think the root cause is too many years of upgrades and fixes in previous versions. This has resulted in a system partition existing but the BCD file is not in it, but rather in a directory on my C: drive. Furthermore, the Microsoft Reserved partition and the Recovery partition were not being used either. I think the best solution for me is to make a list of my applications, backup my documents, images, moves etc and wipe the drive including deleting all of the partitions. Then install Windows 11 from scratch and let it do what it wants with partitions.

@kwgagel: I agree with your assessment. Whenever I've gotten badly enough hung up on an upgrade that wouldn't fix with a repair install, a clean install has done the trick. I think you are on the right track. If you make a backup of your existing system using Macrium Relect, you mount that backup as a virtual drive pretty easily after you get into Windows 11 (you can use other backup tools and other methods to use a backup image as a VM via VHD or VHDX file conversions).
