Office 2003 update keeps failing

Try installing this update manually, get it from the Microsoft Update Catalog: Microsoft Update Catalog

Hide the update: Hide or Show Windows Updates in Windows 10

This is not answering the question exactly as you asked it, but Office 2003 is installed on all of my computers and since, over the years, I have done many fresh installs, I keeep a permanent copy of that update which, as has been suggested by others here, I downloaded from the Microsoft Update Cataloge. I then just install it manually each time I install/reinstall Office 2003.

Doing this will then give you a "Successfully Installed" entry in the list.

Also not directly to the question but I have older versions on Office on computers I have rebuilt and always install the Compatibility Pack on Office 2000, 2002/XP and 2003 for use in working with files created by the new formatting of Office 2007 and later.
