Every PC has correct sharing turned on. All are set for being in a private network. While the Win 11 PCs don't see each other in the list of network devices a workstation program on one Win 11 PC has no problem accessing that data files on the server which is on the other Win 11 PC. The problem arose after one PC was upgraded from Win 10 to Win 11. Yes I have temporarily disabled Norton to no avail. All PCs see network printer and the router no problem in the list of network devices.
I need to "upgrade" the remaining PCs to Win 11 and it will really suck if after doing that none of the PCs can see each other in the list of network devices.
I have searched and searched for answers and they all come back to the same networks settings that are 100% correct.

Add "LanmanWorkstation" as an additional startup dependency for the "Function Discovery Resource Publication" (FDResPub) service.
To do this, you simply open an elevated command prompt (i.e. use the "run as administrator" right-click context menu option to start cmd.exe), then execute the following command:

Double click on Microsoft Network Client: Digitally sign communications (always)
Double click on Microsoft Network Client: Digitally sign communications (if server agrees)
Set both of these to "Disabled"
Click on OK.

Double click on "Enable Insecure Guest Logons"
Set this to "Enabled"
