Newbie here, need help updating Windows 10 Pro 22H2 to Windows 11 Pro 25H2

I'm not sure of the protocol, as I've never posted here before.

In a nutshell: I've tried all variations that I know of, including Windows 11 Installation Assistant (which was a disaster several times). The closest I've come is building the w11 25h2-en-us ISO, mounting it, running setup, and following the prompts. There are numerous restarts, ending with:

We couldn't install Windows 11
We've setup your PC back to the way it was right before you started installing Windows 11.

0xC19001010 - 0x40017
The installation failed in the SECOND_BOOT phase with an error during BOOT operation.

It does return to Windows 10 most of the time.

Windows 10 is Version 22H2 (OS Build 19045.7663).

Using Windows 11 Installation Assistant is worse, as it doesn't necessarily restore Windows 10 correctly.

I have stopped trying until I can find some help.

I should also note that PC Health Check finds no problems, and WhyNotWin11 (2700) is positive on every entry

Your Intel Core i7‑9700K is officially supported for Windows 11, but only up through Windows 11 versions prior to 24H2. It is not on Microsoft’s supported CPU list for Windows 11 24H2 and later.

Update Device Drivers

Insufficient disk space can also trigger the Windows 10 upgrade fails error 0xC1900101-0x40017. To free up disk space.

Disable Antivirus and Unnecessary Software

Perform a Clean Boot

can you check your disk management
Window tools > Computer management > Disk management

and see if your boot partition is either a MBR partition or a UFI system partition please
