No, I don't know what the best is.

On my I9-13900K system, I'm using a Corsair iCUE H150i ELITE CAPELLIX. (Purchased in April of 2022). I replaced the 120mm fans with Noctua NF-P12 fans because the stock Corsair ones were noisy at speed. (The Noctua fans are still audible at max RPMs, as any fans would be.)

If I had to replace the fans today, I might go with Lian Li P28 Uni fans. If you forgo the RGB foo-foos, they can be had much more cheaply than the similar Phanteks T30s. (They are 28 mm thick, vs. the typical 25mm. The T30s are 30 mm thick. I used T30s on my primary system. They came with longer screws, but they were SAE thread. I had to order some metric screws for my German AIO.)

It keeps the CPU out of thermal throttling.

Whether the newer Corsairs are as good, I don't know. I'd hope so.

I doubt that you'd need a 420 mm cooler, as long as you set the CPU power limit to Intel's spec (253W). The size of the radiator has little to do with short-term cooling. It would only come into play if you ran the CPU at full power for long periods.

If I said I've never had a coolant leak, I suppose I'd get one tomorrow.

Another thing: Puget Systems, the pricy custom builder, uses a Noctua NH-U12AP air cooler in a system based on an I9-14900K. The NH-U12AP is a single fan version of the NH-U12A. They don't say what BIOS settings they use to keep the system out of thermal throttling, though.

If you're worried about water, and don't intend to overclock, a semi-big air cooler may be for you. The main advantage of air is that it has no pump, eliminating that possible failure mode.

I can recommend Arctic Cooling products specially Liquid Freezer III series. LF II 360/420 is best of them. It's also best value for money. 6 years warranty for cooler as well for any damage because of leaks.
