Every time I reboot my computer I get a popup that looks like an advertisement, any way to turn this off?

You can disable the entire banner at the top by opening the Terminal's settings, and adding a -NoLogo switch to the command line for the Windows PowerShell profile.

It's not an ad. It's a notice that you are not on the most current version of Powershell. Based on the icon you're using Windows Powershell instead of Microsoft Powershell (aka powershell core).

You can remove it by editing the Windows powershell profile.

Thanks, I think we're halfway there, I still get a PowerShell popup but no nag to install the latest version. I want to get rid of the popup.

There's no popup there, just a PowerShell window. Do you mean it's starting on its own?
