After system failure my laptop restarts when I press the power button.

At System Properties > Advanced > SettingI had uncheckedAutomatically restart
In Control Panel > Hardware and Sound > Choose what the power buttons do Since I had Shut down selected for both battery and plugged-in states I had chosen Do nothing and then pressed OK. I attempted to shut down, but restarted instead. So I again selected Shut down

Disable Fast Startup To disable Fast Startup in Windows 11, open the classic Control Panel, navigate to Power Options, and uncheck "Turn on fast startup" in the power button settings.

Does Shutdown happen if you issue this cmd?
shutdown.exe /s /t 0 /f
If so, you can at least focus on the computer not obeying its Power options, Choose what the power buttons do settings rather than some more complex problem.

The suggestion, if you have issues, is to turn fast startup, off.

physical laptop power button and that command only results in restarting Windows.

I had disabled fast start up, but it still restarted attempting shutdown.

Do you have a mouse plugged in? Try unplugging the mouse. It could be something is triggering a wake event as the system is shutting down. If it senses a keystroke or mouse/track pad etc.
