Drag and drop was not available in Windows 11 21H2, as I said here in Nov 2021....

It was reinstated with 22H2, and has been working perfectly for me ever since. Here it was working in 22H2....

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

I've been using Administrator account on every PC/LAPTOP since Windows XP with not a single issues. I don't want want windows popping up a box asking if I'm sure I want to do this or that for every single thing I do on the system. When I move or transfer a file to another drive or open an app, I want it done as soon as I do it/click it without windows warning me of something stupid, that's now how it used to be back in the day. But for someone that is new to windows or scared of bad things happening when transferring files or opening an app, then those warnings might come in handy since they're newbs. And not running the Administrator account it was sure blocking me from accessing a lot files and not allowing settings to be changed.

That only works for me if the program is already open. If it's closed, say with Word, dragging a Word document onto it in the taskbar won't open the file. Word has to be showing as open in the taskbar already. Gotta love Windows 11!

I'm certainly no 'newb' and I would never use Administrator as my daily account - an administrator, yes - but never the Administrator.

I stopped doing so in 2013 after my email account was hacked. I was using Windows XP at the time and fell foul of an XSS script that executed without my knowledge. UAC could have prevented that, but that wasn't introduced until Windows 7. XP was wide open to abuse when signed in as Administrator.

Nothing to do with Windows 11. That has always been the way drag and drop works.

Pinning an app to the taskbar was first seen in Windows 7. Dragging to an app on the taskbar that wasn't running is for pinning it to the app's jump list. Only if the app was already running would it open so you could drop a file into it.
