I don't know of any app that will check "just" the USB port speed. But you can use something like CrystalDiskMark to check the overall speed of the port "and" the device you plugged into the port.
The "manual" for your computer should tell you the version of the various USB ports.
And you can then Google what speed said version runs at.

The published speeds are the maximum theoretical signaling speeds of the USB port itself. As Ghot suggested, you really want to test WITH the specific device(s) connected because that will ultimately determine what kind of speeds you get with those specific devices.
