apps placed in shell:startup not starting up in win 11?

Only faced this recently with a few apps (yes, not just 1). Tried re-installing and placing new shortcuts directly in shell:startup, but they still don't start.

Any idea why and how to resolve them?

I create a shortcut of the Startup folder on the desktop and add programs in it

"C:\Users\dxxx\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup"

yes I added them there, but no effect.
