I can't change it. I get message :
"You need administrator privileges to pause updates" and I made clean install (of 26300.9457).

Group Policy > Computer Configuration > Administrative Templates > Windows Components > Store

Locate the setting "Turn off Automatic Download and Install of updates" and select Enable.

It can take some time for Group Policy to enforce the change.

You can enforce it manually by doing the following.

Open an elevated Command prompt

Enter gpupdate /force

Here is the fix. I had the same problem. I solved it through the registry.

Fix via Registry Permissions
1. Press the Windows Key + R, type regedit, and press Enter to open the Registry Editor. (Always back up your registry before making changes.)
2. Go to this path: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\InstallService
3. Right-click InstallService, choose Permissions, select Users, and check the box to allow Full Control.
4. Go to the subkey: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\InstallService\State
5. Right-click State, choose Permissions, select Users, and check Full Control.
6. Close Registry Editor and reopen the Microsoft Store to pause updates normally

It's not working with registry.

In 25H2 I had this problem first, but then I used administrator user to pause updates, but it slow down Windows. This solution easier.

I think MS introduced a back door change without users permissions. The primary account has admin privileges so there is no need to switch to the administrator account. As a matter of fact I have never created one for any Windows OS. It was a few updates ago when I discovered that MS pushed the auto update requirement in the Store App. And have some bogus justification for doing so posted in some Windows blog in their cloud space. I guess one of their fly-by-night engineers figured out this way to make sure users can’t stop the updates by braking the pause functionality.

Did you attempt the registry edits I mentioned?
It's also a good idea to mention that users should back up specific registry keys before making changes (using the Export function).

I've seen registry editing mistakes cause system instability and worse...bricked systems.
