Do note that the limitations of the BatteryReport command itself might also affect its use in PowerShell. Because it has its own /output switch, it might not respond co-operatively to use of | out-file or other output-related commands.

That's what I meant by the first statement - Rewriting it, "if you can use Out-File (which you can't always use with every command) %% variables work, otherwise, in situations where you cannot make use of Out-File and && vars don't work you might need to use the $env: method."

And I'm far from an expert, just reporting on what I read around and played with in PS via Terminal on my own.
