This the 1st time I've seen this error (see image). Huh?
Photoshop is the only graphic program open at this time and the only one this happens to. Any ideas?

UPDATE: My monitor is 4k so I needed to override the DPI default setting (See below). Override needs to be checked ON, otherwise the PS window is extremely small, text is tiny.
I checked & it was set to "Application". I then tried "System (Enhanced)" but had the same issue. Setting to "System" fixed the issue!
